Every golf shop has the same laminated chart taped near the shaft wall: swing speed on one axis, flex on the other. Under 85 mph, play Regular. 85 to 96, Stiff. Past 105, get fitted for X-Flex or go home. It's not wrong, exactly. It's just not the whole answer, and a lot of golfers end up in a flex that technically matches their speed but still feels wrong in their hands.
Here's the piece the chart leaves out: two golfers can swing a driver at the exact same 95 mph and need different flexes, because speed only tells you how hard the club is moving. It doesn't tell you how the club gets there.

Use this as a starting point, not a verdict. Manufacturers don't agree on what "Stiff" means, either — a Stiff shaft from one brand can flex closer to another brand's Regular. That inconsistency alone is reason enough to treat any chart as a rough zone, not a precise answer.
Why tempo moves you off the chart
Swing tempo is the ratio between your backswing and your downswing: how long you take getting the club back versus how fast you bring it down and through. Think Fred Couples versus Nick Price, both long hitters in their primes and about as far apart in rhythm as two players get. Couples looks unhurried, almost lazy, right up until impact. Price was known for one of the quickest tempos of his era. Similar distance, completely different demands on a shaft.
A shaft has to load, bending backward under the force of the downswing, then release that stored energy into the ball at impact. An aggressive, fast-transition swing loads it hard and fast. Put a Regular flex under that tempo and the shaft is still unwinding after the clubhead has reached the ball, which tends to show up as a high, weak, right-leaning miss for a right-handed golfer, because the face is still rotating shut when it shouldn't be. A smoother transition doesn't load the shaft nearly as hard, so a Stiff shaft in those hands often never loads at all. It stays inert through impact and the golfer loses the whip and launch a shaft is supposed to add.
The fix isn't a different chart. It's an adjustment: take your speed-based flex as the baseline, then nudge it one step firmer if your transition is aggressive, or one step softer if it's smooth. Moderate tempo, leave it where the chart says.
- Aggressive transition (fast, sometimes described as "quick" or "hitting from the top") → bump one flex step firmer than your speed alone suggests
- Moderate transition → stay at the speed-based flex
- Smooth transition (unhurried, longer pause at the top) → drop one flex step softer
It's the same logic behind a fitter watching your tempo before pulling a single shaft off the rack. They're not reading a chart, they're reading the whole swing.
Flex is only half the driver question, though. The other half is how much loft you should be playing, and the two interact: too soft a shaft for your tempo adds dynamic loft at impact that the stamped number on the head never accounts for.
The honest limitation
None of this replaces a launch monitor. Ball speed, spin rate, and launch angle off real contact will always beat an estimate built from two inputs, no matter how good the estimate is.
What speed-plus-tempo gets you is a better starting point than speed alone, close enough to be right most of the time if you're not chasing exact fitting-cart numbers.
